When I first moved to Tokyo, I stayed in a guest house. It was noisy and crowded, with no heat or A/C, but the people I met there both Japanese and foreign are still some of my closest friends. So much better (and easier) than renting an apartment alone.

Shared houses in Japan can be great! Although I only tried them as a guest. I stayed for a month in a serviced apartment the second time I moved to Japan (as an expat and not as a student), and I would also recommend this option to someone with a budget of 13k¥ per month or more.
